India’s Account Aggregator (AA) framework is among the most ambitious consent-driven data-sharing architectures in the world. Since its formal launch in 2021, the ecosystem has made rapid and measurable strides to move from concept to commercial reality, from early adopters to a growing mainstream of financial service providers, and from regulatory promise to real-world impact.

The AA framework is no longer an experiment. It is a live, scaled, and growing digital public infrastructure at the intersection of financial inclusion, data rights, and institutional efficiency. To keep expanding, it needs informed and confident implementation grounded in evidence-based knowledge of what works, what doesn’t, and why.

Our work in this project explores these questions, gathers evidence, and documents the answers. Through pilots with lenders serving dairy farmers, nano-enterprises, electric vehicle (EV) drivers and owners, and women borrowers, we have stress-tested the AA framework against the realities of underserved markets. The findings are encouraging and specific: they point to design choices, training investments, and measurement practices that distinguish successful implementations from stalled ones.

We hope this report serves as both a reference and a prompt for action for financial service providers (FSPs) considering their first AA integration, regulators thinking through ecosystem governance, and funders looking to invest in inclusive finance at scale. The opportunity is real. The path is becoming clearer for India, with lessons for other markets pursuing similar goals.
