John FischerChief Investment Officer
John Fischer oversees Accion’s investment vehicles, including equity investments in microfinance institutions (MFIs) made through its Gateway Fund; its Bridge Fund loan guarantees; and seed- and early- stage investments, respectively, through Accion’s Venture Lab and Frontier Investments and initiatives. Mr. Fischer joined Accion in August 2000 as an investment professional working with the Accion Latin American Bridge Fund, a loan guarantee fund for microfinance institutions in Latin America and the Caribbean and the Accion Gateway Fund, an equity investment fund for microfinance institutions worldwide. In 2002, Mr. Fischer helped develop a $20 million private equity fund for microfinance institutions worldwide, Accion Investments in Microfinance, SPC, and in 2007, Mr. Fischer led the successful $30 million capital raise for Accion Investments, incorporating new private investors to the fund.
In these roles, Mr. Fischer has served on the boards of directors and key committees of leading microfinance institutions worldwide such as Mibanco Banco de la Microempresa (Peru), Banco Solidario (Ecuador), Banco Popular Covelo (Honduras), Sociedad de Ahorro y Credito Integral (El Salvador), Akiba Commercial Bank (Tanzania), EB ACCION Savings and Loans (Ghana), and Accion Microfinance Bank (Nigeria). Mr. Fischer led successful purchases and recapitalizations of Banco Popular Covelo (Honduras) and Akiba Commercial Bank (Tanzania). He has also been responsible for investment due diligence, negotiation, and monitoring for Accion Investments, and serves as Accion Investments own chief financial officer and company secretary. Mr. Fischer has been trained in Accion's CAMEL diagnostic tool, used to evaluate and rate microfinance institutions worldwide.
Mr. Fischer holds a Bachelor of Arts degree from Haverford College and Masters of Business Administration and Masters of International Relations degrees from Boston University.
Jorge de AnguloSenior Investment Officer, Accion Global Investments
Jorge is a Principal Director with Accion Global Investments Group, based out of Washington, D.C. His responsibilities include analysis, due diligence and deal execution for debt and equity transactions in microfinance institutions (MFIs). In terms of portfolio management, Jorge oversees the MFI investments for the Accion Gateway Fund. In addition to these responsibilities, Jorge represents Accion as a Director on the board of one MFI and two special-purpose investment vehicles in Latin America.
Prior to joining Accion, Jorge worked for a small venture capital firm in Miami. He also has experience working for Citibank Colombia, where he held increasing responsibilities as a credit analyst and relationship manager.
Jorge graduated from the Universidad de los Andes in Bogotá, Colombia with a bachelor's degree in economics and completed a master's degree in international economic policy from American University in Washington, D.C. Jorge is an American citizen who was raised in Colombia and is fluent in English and Spanish. He is married and lives with his wife in Arlington, Virginia.
David G. MaxsonSenior Investment Officer, Accion Global Investments
David is responsible for managing the African-based portfolio and all business development activity in the region for Accion’s MFI focused Gateway Fund. David also represents Accion as a director or alternate director on multiple Boards of MFI portfolio companies in Africa.
Prior to rejoining Accion, David was the senior investment officer for Africa with Accion Investments and part of the management team that exited the fund in October 2012, returning 15% IRR to the fund’s shareholders. Before this he was a member of Accion’s Frontier Investments Group and the senior investment officer covering Africa and India. Prior to joining Accion, David was a senior associate at Adelphi Capital, LLC, responsible for managing and supporting a range of client-service and deal-focused activities on transactions between $1 million to $500 million in value within growth/venture capital private equity investing and middle market investment banking.
David also has more than four years of experience in IT, consulting and engineering and holds a master's of health administration from Cornell University and a bachelor of science in manufacturing from WPI.
Pablo RieckhofInvestment Officer, Accion Global Investments
Pablo is responsible for the analysis, structuring, and execution of debt, equity, and guarantee transactions as well as portfolio management in microfinance institutions (MFIs). In terms of portfolio management, he oversees some of the MFI investments in Latin America and Asia for the Accion Gateway Fund as well as the activities and credit guarantees for the Accion Bridge Guarantee Program. In addition to these responsibilities, Pablo serves as an alternate director on the Board of Accion's microfinance partner bank in Panama.
Prior to joining Accion, Pablo worked for the Inter-American Development (IADB) Bank Group, first, as an associate financial analyst evaluating debt and equity transactions for small and mid-sized companies at the Inter-American Investment Corporation, and then as a senior consultant supporting the analysis, structuring, and execution of large-scale private infrastructure projects financing at the IADB’s Structured & Corporate Finance Department. Before moving to the US, Pablo worked as an Analyst for the Banking Regulatory & Supervision Authority in Peru where he developed extensive knowledge and expertise in credit analysis and risk management for bank and non-bank financial institutions.
Pablo holds a bachelor's degree in economics from Universidad del Pacifico in Lima, Peru and an MBA in finance from the University of Wisconsin-Madison. He was born and raised in Lima and currently resides in Maryland. Pablo speaks English and Spanish.
